I may use this one for a reference sheet some day. 
When I was trying to make a poster for Mystery of the Lugia Time.
I was finally very happy with Lugia’s design. It is maybe strange. Finally happy? But yes every time I draw Lugia there are always things I’m not proud of when I draw his full body.
It makes a bit sense because, it is my own design of a Lugia.
This is the first time that I drew him without his fake tail fin and gem. ^^
